The Governor's Office Of Minority Affairs (GOMA) is the number one advocate for the state of Maryland's more than 450,000 small, minority and woman-owned businesses.

They are responsible for the success of the state's Small Business Reserve Program (SBR), the Enterprise Minority Procurement Resource Educational Series Assistance Program (EMPRESA), and the State's Minority Business Enterprises (MBE) program.

These programs impact roughly $5 billion in state procurements and +70 participating state agencies and departments.

GOMA was created to promote the growth and participation of MBEs. This office helps state agencies make the MBE program work and minority business do business with the state.
